again, these look like dust. Unfortunately flash pictures are prone to that. Mostly because its a sudden bright source of light and the "Strobe" effect causes a moving object in the path to appear stationary. One thing which can help is cleaning the lens of the camera first with a dust brush. And perhaps using room lighting or an IR camera.
