Very bright lights can make all kinds of light artifacts in pictures. It also has a square shape to the middle of it. Kind of looks like a tail light. There is a car in the right side of the picture. I'm not dismissing it just wanted to bring up a few theory's.

I agree with mcprs. See that reddish halo around the light itself? We're seeing reflection here. Just my opinion.
